The problem is that fluency in English is a matter of deep self-interest of every newcomer and self-appointed "community leaders" are simply scared to death that they would have nobody to represent.

You hit the nail on the head, and it is the same with groups like the NAACP. They have a self-interest in their people remaining balkanized and helpless. If blacks or Hispanics prosper and integrate into society, there will be no need for organizations like the NAACP or for the self-appointed community leaders. So these "leaders" do their best to maintain the impression that - despite all appearances and despite reality - the plight of their people is becoming worse and that it is all the fault of racism.
