i really don't know any of the financial particulars,
but from the way the quote reads, it puts me in mind of the old texas saying:

The money comes from tax rebates on fuel taxes. It was once estimated that x percent of traffic was Arab cars so that percentage of gas taxes is set aside for the PA.

With the territories closed, why are taxes being given, it is not like they drive on the roads right?

Second point is why do Arabs not have to maintain the roads like Jews and Tourists do?
