I think that Saddam -- and/or other individuals -- could already have suitcase bombs strategically placed throughout the US and other "sensitive" areas. Ukraine has admitted that 200 of its nukes are missing -- along with an unidentified number of the smaller suitcase bombs.

I agree. Simply ask this question. If you had one for sale, who would pay the most? Iraq of course. Now, if you assume there was only one sold or stolen in the last 10 years, Iraq would be the most likely recipient. Certainly not a question of money.
