Your cartoon summarizes what was said on North Carolina Legislative Week (UNCPTV) today if people listened and thought.
The bottom line is that the legislature has spent too much money. The state doesn't have the money to pay its commitments and has blamed it on the economy and 9-11.
The 1/2% sales tax will "sunset" June 2003. Both parties are saying it "probably" will be a "permanent" tax. Nuf said. North Carolinians are going to pay 7% sales tax until the next crisis. Can you say 7 1/2%? 8%..........
One of the reporters also said he heard in the Legislative Building Cafeteria "when they were more relaxed": the Republicans may not want to win control because this mess is going to be dumped square in whatever party is in charge's lap next year. Again! This is some of the Republicans talking.
