Having previously lived in the Rio Grande Valley for several years...before finally getting out 14 years ago...I can easily say the reason that area has all of the aforementioned problems is because they insist on being an extension of Mexico. (Brownsville used to have the Mexican flag flying over city hall). IMHO, they have nobody to blame but themselves.

Having been on the frontline of this battle for more years than I care to admit, I have seen this situation get worse since IRCA was signed back in November 1986. It continued to get worse under Bush Sr. and went completely out of control under Clinton. Many of us were hoping for something better from GWB, but from what we see and hear these days, the future doesn't look good on this issue...unless you're an illegal alien that is.
