The administration was redacting information from the report on espionage, lack of security in national laboratories, unconscionable conduct and squandering of national security. There had been 2,000 deaths at the time the Kosovo bombing began which is tragic of course, but pales in comparison to Sudan (2 million) Rwanda (1 million) Sri Lanka, Indonesia, etc.
