Oh really!? Who's in charge of the Senate that is blocking the Homeland Security Bill? Who's in charge of the Senate that is blocking over 100 other bills!? Who's in charge of the Senate that is blocking/rejecting judges!?
If you look at the official role calls, the answer is dEMOCRATS, therefore, the phrase should be "dEMOCRATS in many cases, do not want the homeland security bill, and I think they're keeping this from coming to the president."
