CA - Analysts: Budget plan would cost 7,000 state jobs

Meeting Gov. Gray Davis' goal of cutting the state's payroll by $470 million without cuts to state employee salaries or benefits would cost 7,000 state workers their jobs, legislative analysts told lawmakers Tuesday.

If job cuts were applied evenly across the state, more than 2,400 of the job cuts would occur in the five-county Sacramento-area region. Thirty-five percent of all state employees work in Sacramento, Placer, El Dorado, Yolo and Solano counties.

Perry Kenny, president of the California State Employees Association, said the state should hire more tax auditors to bring in lost revenue, reduce the amount of state work given to outside contractors and reconsider offering older state workers a "golden handshake."

Great idea. Hire even more state workers, collect more taxes from overtaxed Californians, quit using more efficient private contractors, and provide new and expensive benefits for anyone who gets laid off in a cost-saving measure.

Interestingly enough, my mother - who is a FReeper - is a contractor for the State of California so I'm a little familiar with how much money the St. of CA. saves by contracting out.

It's quite amazing, really.  If Perry Kelly were the least bit credible he'd be advocating contracting out as many jobs as possible.

But, he's an Association Spokeslut.

Excellent! They shouldn't have hired these people in the first place with the budget in deficit. Now they'll have to go out and get a real job. And giving raises has to be the bonehead move of the year. I wonder if the prison guards' raises will be exempt...

Personally, I think that the 7,000 jobs can be eliminated through early retirements and not filling vacant jobs. There are so many "phantom" employees around ... basically, positions that aren't filled that departments considered filled so they don't lose money in their budget. They all need to come clean.

Saw this on the AP wire. In part:

The Bush administration says its first experiment with putting government printing jobs out for competitive bidding despite a law prohibiting it has driven down costs.

The White House Office of Management and Budget says the price tag of publishing last year's budget proposal was $505,370. This year, faced with new bidding from private contractors, the same agency, the Government Printing Office says it will charge taxpayers $387,000.

Despite a looming budget crunch, the Los Angeles City Council agreed without public discussion Tuesday to award 4 percent pay raises -- nearly twice the rate of inflation -- to top managers and 9,000 other nonunion employees

Don;t quote me but I think I heard somewhere that those increases for the guards could also be held-up.. Davi$ has said no one would be untouched, it is only fair, maybe not good news for all the captives but....

This is gonna be a "bloodbath" no matter how they do it. Sad.. Don;t close the border to Nevada yet ;-)
