Calling the owners first is an excellent idea. But I doubt that a "Hey dude, your animal is freezing to death and his bowl is frozen already" will accomplish much. Call Animal Welfare and avoid the hassle.

I agree if I have a moron neighbor who doesnt have the presence of mind to care for his dog...I dont want to talk to him...I'm calling aminal control asap
On the other hand those who sell "Igloo" dog house should be more forthcoming in the limits of use...they advertise them as being well insulated...which apparently is BS
