This is SOP for China. They will have JDAM technology with this deal.They will have technology for sintering (i.e., hot-pressing metallic powders into a solid shape) magnets. Let's try to be a wee bit more precise than the technologically-illiterate press is.
As for JDAM technology as a whole--I would be extremely surprised if they didn't have the basic technologies already. JDAM uses GPS, which is a publicly-available service. The description of the JDAM concept goes back at least ten years. It's not a huge amount of work to make a bomb that steers itself to a prespecified target using GPS signals.

CNOOC, DPW, the list goes on and on. CFIUS is purely a rubber stamp.
