The photograph was taken through a viewfinder that uses a combination of moving images taken behind the wearer to give a transparent effect. So, the picture is simply trick videography. Anyone can mix two video sources keyed on color or chroma level to make it look like something is invisible, transparent, or semi-transparent. Almost every recent movie uses blue or green screen effects. Weathermen on TV news use it constantly - who hasn't seen a tie or a shirt disappear?
Now, if everyone in the entire world was forced to wear this special "viewfinder" - then we could make things invisible at will. Excellent idea - I have to hand it to the Japanese for coming up with that one.

No, the fictional inspiration wasn't the Bond movie: in
Escaflowne, one of the most popular anime of the 1990's, the anthropomophic fighting machines serving the villains have stealth cloaks (literal cloaks, at that) which render them invisible, but have the drawback that they can't be used in flight.
If the method can be extended to the full electro-magnetic spectrum, radar won't be any good, you'll need Hitomi Kanzaki to find things hidden in the cloaks. ^_^ (Japanese-style smiley).
