What Jewish nation? Israel was established in 1948. In the 1930s Jews were citizens of many countries in Europe not citizens of a Jewish nation. "Nation" in the older sense, not nation-state. Like the "Cherokee nation", etc.
"Jewish nation" is probably a bad translation of what is usually translated into English as "the Jewish people".
