Ted K stops protesting war, throws support behind troops

WASHINGTON - Sen. Edward M. Kennedy put aside his opposition to war with Iraq yesterday and joined a chorus of congressional voices commending President Bush and honoring U.S. troops for their efforts in the Persian Gulf.

``There are a number of issues which are out there that surround this conflict, but there should be one message from the House of Representatives and the Senate of the United States, and that is that all of us are united behind our service men and women tonight,'' Kennedy said.

The Massachusetts Democrat, who had been one of the staunchest critics of Bush's Iraq policy, joined a relatively rare show of harmony in the Senate as it unanimously passed a resolution honoring the president and the U.S. armed forces.

The resolution, introduced by both Senate Majority Leader Bill Frist (R-Tenn.) and Minority Leader Tom Daschle (D-S.D.), ``commends and supports the efforts and leadership of the president, as commander in chief, in the conflict against Iraq.''

Daschle had created a flap when he blamed Bush for failing at diplomatic efforts to avert a war.

The resolution honors those participating in the military operations and expresses ``sincere gratitude'' to British Prime Minister Tony Blair for his support.

``Our thoughts and our heartfelt prayers are also with our president,'' Kennedy said. ``We join our president in pledging our commitment to victory, to disarm Saddam and to bring freedom and opportunity to all the people of Iraq.''

Kennedy praised the 3,000 Massachusetts National Guard and Reserve personnel who have been called up as well as the thousands more on active duty.

``The best of America, the great men and women of our armed forces, are in harm's way, and all of us in Massachusetts and across the country join in extending our thoughts and our prayers for their safety and their security,'' he said.

Despite holding his tongue on Iraq, Kennedy continued to slam Bush on the budget resolution now on the Senate floor.

``We have a responsibility now with this budget to make sure that this country is the kind of country that these men and women have gone off and fought for, and died for,'' he said. ``That will not be true under this budget.''

Several key Democrats, including Kennedy, argued that the Republican leadership should suspend the budget debate during these first days of conflict and return to it next week.

``They have the ability, the Republicans do, to keep this thing going, so we're going to be in (to vote),'' Kennedy said. ``There's a genuine mood and atmosphere where people don't want to have the Congress in conflict. Now when there's a time of national unity behind the servicemen, we're going to be forced to vote on these issues.''

But Frist said the Senate, while taking time out for the Iraq resolution, should finish the budget resolution this week.

Democrats have also blasted Bush for failing to provide an estimate of how much the war could cost the nation as Congress debates a budget.
