This appears to be a classic example of how early news reports can be wildly incorrect. We've already got three VERY different reports on the number of people on board, at least two differing reports as to where it was heading to or from, and two different reasons it was in the air.
(Sidenote: These are the sorts of things on which conspiracy theorists like to base their looney tune ideas ... they cry out "Immediate news reports said X, but then you NEVER HEARD ABOUT THAT AGAIN!!" Yeah, because it turned out to be WRONG, nutbags.)

Yeah, that happens a lot. People get hysterical because something was reported initially and not mentioned again. The government muscle-men went to the networks and threatened them to silence (in 5 minutes no less)!

YARMOUTH, Mass. (AP) A plane that may have been carrying 21 people crashed in Hyannis Harbor off Cape Cod on Tuesday, Coast Guard says.
It sounds as though someone leaped to an assumption based on the standard pax load for the plane, not knowing it was a maintenance flight. Gotta hurry up and get that scoop, even if it's wrong . . .

Then, when the tin foilers trot out the first reports and blame the crash on the government and cry government coverup, we can have a great example of why they are wrong again.

How true. Reports said 21 COULD be on board, so some poster/conspiracy whacko makes it 21 WERE on board. Also the "Oh, My God! I flew on one of those planes just last week/month/year. So did tens of thousands of other people, and they all got to their destinations safely.
(PS: Did you know the pilot drank RED wine last weekend!!!)
