It has taken more than two years for some people to realize who was responsible for the massive national security breakdown that led to the terrorist attack on America on Sept. 11, 2001.

This week NBC News reported the Central Intelligence Agency not only knew where Osama bin Laden was a year before the biggest, most devastating terror attack in history, the CIA videotaped him strolling through one of his Afghanistan camps.

Bin Laden had already attacked U.S. military facilities in Saudi Arabia. He had already attacked two U.S. embassies in Africa and killed 224.

In 1998, Clinton announced solemnly: "We will use all the means at our disposal to bring those responsible to justice, no matter what or how long it takes."

The tape proves the Clinton administration was tracking the al-Qaida leader at least a year before 9-11. But it clearly wasn't willing to take him out – even though Clinton regularly ordered cruise missiles randomly fired into al-Qaida terror bases.

Likewise, a member of Congress boldly spoke out on this malfeasance at the top.

Rep. Barbara Cubin, R-Wyo., bluntly stated this week that Clinton's policy of gutting military spending and attempting to talk our enemies to death left us vulnerable as a nation to 9-11.

But a month after Sept. 11, WorldNetDaily offered up even more specific evidence of Clinton's negligence in letting bin Laden off the hook.

Rep. Dana Rohrabacher, R-Calif., was quoted then as saying he personally met with Clinton's Bin Laden Task Force in 1999 and provided the exact location of the terrorist leader in Afghanistan.

It took a month before the CIA ever showed any interest in following up the lead. By then, bin Laden, of course, had moved.

Rohrabacher called it the "biggest intelligence failure in the history of the country." That may be true. And one wonders why the man who presided over it at the CIA, George Tenet, is still collecting a paycheck from taxpayers. But it was more than a failure of intelligence. It was a failure of leadership.

Gary Schoen, a former CIA chief in Pakistan, told NBC the Clinton White House required the CIA to captured bin Laden alive, rather than kill him.

A Democratic member of the 9-11 commission investigating the intelligence lapses explained that was because the Clinton administration viewed bin Laden as no more than a law-enforcement problem.

Rohrabacher went so far as to accuse the Clinton administration of being "pro-Taliban." He says, during the Clinton years, the Voce of America in Afghanistan became known as the "Voice of the Taliban."

"When I tell people that President Clinton supported the Taliban, they go berserk," he said. "But that is the truth."

Clinton apparently believed if he was nice to these people, they would be nice back. We have some people seeking office right now who still subscribe to that philosophy of appeasement. The people of Spain just elected a new government led by people from that school of non-thought.

There's a lot of finger-pointing going on in this political season. And there was more than enough bipartisan oversight to go around. But more than any other man alive, Bill Clinton is responsible for the national security chaos that emboldened bin Laden, that incubated him, that lent support to him, that gave him the time to plan and carry out the murders of 3,000 Americans.

I'm gratified to know others are beginning to see the truth – even if it is a bit late.

An excellent commentary by Joseph Farah. Many of us already knew who to blame when we woke up on the morning of September 11. The rest of the world is just figuring out the fact that Clinton was asleep at the controls.
