seeking the meaning, that suddenly there stood before me one having the
appearance of a man.

their prosperity. He shall even rise against the Prince of princes; But
he shall be broken without human means.

26 "And the vision of the evenings and mornings Which was told is true;
Therefore seal up the vision, For it refers to many days in the
future."

27 And I, Daniel, fainted and was sick for days; afterward I arose and
went about the king's business. I was astonished by the vision, but no
one understood it.

As for who it is... that's the Antichrist, who signs and/or enforces the covenant with Israel, which is what "kicks off" the Tribulation time, that last "period of 7 years" -- allocated to Israel, that prophecy given to Daniel in regards to 490 years being allocated to Israel, the last 7 years still waiting for that Tribulation time to start.

In verse 25, with him being broken without human means, harkens back to the statue of Daniel's vision being broken by a stone made without human hands. That's the Messiah of Israel, upon Him returning to earth, to set up His one-world government, after defeatig the one-world government of the Antichrist.

Well, the ultimate one who is attempting to set that up right now is Satan. He's always been behind these things, and in opposition to God.

But, the thing to keep in mind here is that there is the "restrainer" who is in the way, and that's the body of believers, who believe in the Messiah of Israel, as their savior. And until they are "taken out of the way" (which is the Rapture) -- the god of this world is restrained from accomplishing his goal (which will be achieved during the Tribulation period).

He knows it's coming, he just doesn't know when, as the timing is not under Satan's control, but God's control. When Satan talked to Jesus (in the wilderness) and offered him the kingdoms of the world, he wasn't offering Jesus something that he couldn't deliver. He could "deliver" and that's why he offered them to Jesus. He knows he'll be in control of the world at the given time. Of course, Jesus rejected him, as Jesus was obedient to the Father's plan.

As far as who are the "puppets" here on earth who are attempting to set that up right now. That would be very many people and the entire culture of "the world" is attempting to set that up right now. The "world" is under the control of Satan and his angelic minions. Along with them, there are the huge numbers of human minions that Satan has, but they are mostly playing into their own sin natures, thinking that they have some influence in the world's activities. They don't, but they don't know it; they all have "bit parts" in this big venture of Satan's. Each one is playing to their own sin condition. The world is full of them.

For instance, the European Union, has been a very long time in the coming, going on for over 1/2 a century, of building to its present status. And then you have the Islamic world, a religio-governmental idealogy which was set up by Satan himself, for that end-time goal of persecuting Israel, in order to thwart God's plans for Israel in the last of the end days (as we've been in the "end days" since the time of the Apostles, according to the Bible).

In fact, the world "went into high gear" for setting up the one-world government (which is to lead to Satan's control of the world), right after World War 2. That's when you saw Israel come into play, once again, as a sovereign nation. That's when all the other things that we see growing to "fruition" now, were put into play -- right after the 2nd World War. That was the time that the prophetic clock of God "went into high gear"... we been progessing very steadily down that track, without interruption, since that time.

There have been countless people involved in setting up the one-world government of Satan, since that time. There have been various organizations involved in setting up that one-world government. There have been various countries in the world involved in setting up that one-world government. This is a very big project of Satan's and he's been working on it steadily since World War 2.
