No. He is outside his swim lane. The fact that he is giving his Petrine seal to a ridiculous failed globalist tax scheme asgainst the middle class of America is cause for great scandal.

You bring up a good point, what is a good Catholic to do when legitimate authority is so blatantly abused?

Too many Catholics on this site are minimizing their duty towards encyclicals. Let's hear what a true pope, Pius XII, had to say about this:

It is not to be thought that what is set down in Encyclical letters does not demand assent in itself, because in this the popes do not exercise the supreme power of their magisterium. For these matters are taught by the ordinary magisterium, regarding which the following is pertinent: “He who heareth you, heareth Me.” (Luke 10:16); and usually what is set forth and inculcated in Encyclical Letters, already pertains to Catholic doctrine. But if the Supreme Pontiffs in their acts, after due consideration, express an opinion on a hitherto controversial matter, it is clear to all that this matter, according to the mind and will of the same Pontiffs, cannot any longer be considered a question of free discussion among theologians. —Humani Generis, Pius XII

Posters keep insisting that this encyclical is not about faith and morals. This is not true when one actually reads sections of the encyclical. In paragraph 83, Francis has this to say:

83. The ultimate destiny of the universe is in the fullness of God, which has already been attained by the risen Christ, the measure of the maturity of all things.[53] Here we can add yet another argument for rejecting every tyrannical and irresponsible domination of human beings over other creatures. The ultimate purpose of other creatures is not to be found in us. Rather, all creatures are moving forward with us and through us towards a common point of arrival, which is God, in that transcendent fullness where the risen Christ embraces and illumines all things. Human beings, endowed with intelligence and love, and drawn by the fullness of Christ, are called to lead all creatures back to their Creator.

This is not about science. This is about faith and morals, except what is described here is heresy. Rather than minimize a Catholic's duty towards papal encyclicals, Catholics needs to deal with this rather than ignore it and poo-poo it.
