The dispersion is the northern tribes. they were who Yeshua was sent to save. (Matthew 15:24) Most of the congregations that the epistles were written to were the dispersion of the House of Israel ( The “Gentiles” as the Pharisees called them, the divorced wife that was to be remarried, creating the “mystery” that Paul declared in Romans 7)
By the time James wrote, the Jews were also dispersing as a result of persecution. I take the words he used as meant to cover all.
Surely you didn’t mean to say that Jesus was sent to save only the dispersed northern tribes and not the Jews?
