He operates in the same manner as a Marxist/ leftist politician: pass laws with the obvious intent of A, B and C, all the while knowing full well that A, B and C, when combined with established legal precedent, will result in X, Y and Z: the actual result oftentimes the opposite of the intended legislation.

Thinking of the World Council of Churches' slogan, "The world sets the agenda for the Church." What's important to this pontiff seems to be Climate Change, Open Borders, Unlimited Migration --- and the controlled demolition of Traditional Catholicism.
This came to mind.
