Could this be a chargeable federal offense in that the Bishop is threatening a federal agent in order to stop them from carrying out their official duties?

Agreed, and he should stripped and removed from his position for even suggesting this publicly.

I doubt that a spiritual penalty would count legally as a threat. Not only that, but the threat is un-canonical. This Bishop needs to be read a little remedial Canon Law.
