Infallible?
As it applies to the Church, it means that no settled doctrine of the Ordinary Magisterium can be directly contradicted by (or rescinded by) a subsequent attempted doctrinal change.
I'm not sure if "infallibility" in the formal sense needs to be invoked here, but in terms of the Papal Magisterium, Francis does not have the authority to contradict the doctrine of Humanae Vitae (1968).
He knows this.
So he'll try to make things so confused, ambiguous, and equivocating that those who wish to squish it all into a muddle, will feel free to do so.
That's how he operates: not by clear, forthright doctrinal definitions but by puzzling footnotes, stage-whispers, accidentally leaked personal advice, "pastoral discretion," nods and winks and knowing glances.
It's entirely dishonest, but it can accomplish what he wants.
