Paul VI changed the Rites of Ordination and Episcopal Consecration. There are many Traditional Catholics (both those who believe he was a true pope and those who don't) who positively doubt the validity of these rites, especially the latter.

Traditional Catholics specifically look for priests ordained in the Old Rite (pre-Paul VI) by bishops consecrated in the Old Rite for undoubtedly certain Catholic orders and sacraments.
