The reason he says that phrase is because the Syrian system will not be a separate independent system but will be tied directly into Russian Command and Control in Russia, as well as the systems in Tartus.
All of Israel is covered by the S-300PMU (advanced modern variant) - no plane can take off without being seen, unless the planes stay in canyons and so on. But as soon as they popup, they will be seen and targeted. When the 40N missiles arrive, they could be shot down while still in southern Israel.
Iran is not going to stop supplying modern missiles to Hezbollah and that is an existential problem for Israel. Thus, the stage is set.
