The Pope speaking or teaching alone is NOT the Magisterium, ordinary or any other way. He is infallible alone only when he speaks ex Cathedra.

He must speak with world wide agreement of Bishops and in keeping ( non contradictory) with the historical teachings of the Church from its beginning.
