Only if you don’t know what the Church means by infallibility.

Pope Francis has issued mercifully few encyclicals (two), one of which he inherited in rough draft form from Benedict. He is still more annoying in this area, but infallibility has to do with teaching in certain defined ways, not competence in Church government or leading an exemplary life.
