While many traditional countries would gladly clamp down on prostitution and go after the pornography industry, Western countries resist efforts to cast pornography and prostitution in a negative light.
Indeed, Western countries are at the forefront of promoting unfettered sexual freedom, including legal prostitution and pornography, and have not been willing to acknowledge the role these play in sex-trafficking.

It’s as if evil always gets worse when governments pass a law and fund their next “war” (drugs, gangs, human trafficking, etc..). Deliberate action or just coincidence?

Yes, as it was before the Flood so it was again after the Flood and then in our own time.
Not coincidence. The godless live in Satan's Kingdom, whether they believe in him or not. Thus, because fallen angels and demons are attracted to power they very naturally gravitate to wicked men at the top who hold power. These demons corrupt and then work down the chain of command and power corrupting all who can be corrupted until the government is a cesspool of corruption---like our own is.
