He’s right that, from a Jewish perspective, being a good person will be sufficient to earn salvation if you are not part of the Covenant.
He is actually saying that to protect gentiles from a much more difficult path.
However, without the Christ, even the Jews would be lost. No salvation through Christ means no salvation. It’s because of the Christ that Jews can keep the Covenant and experience salvation.

He is one of the same group that the apostle Paul lamented, “I have great heaviness and continual sorrow in my heart. For I could wish that myself were accursed from Christ for my brethren, my kinsmen according to the flesh: Who are Israelites...””. (Rom. 9:2,3,4)
Paul further declared to those “called to be saints” in Rome (1:7):
“Brethren, my heart’s desire and prayer to God and Israel is, that they might be saved.” Rom. 10:1
That is the theme of the chapter: that it doesn’t matter, whether Jew or Gentile, being born again in Christ is the only way to salvation. And calling on the name of the Lord is how the conversion begins.
The saints in Rome had already been born again (6:3-5,17) so detailing that (in chapter 10) was unnecessary.
Is God going to preserve a remnant in Israel? Yes, but right now they are under the Law of grace and most of them don’t realize it. But they have had many witnesses to the testimony of Jesus Christ, yet reject him. Hence Paul’s lament.
Believe on the Lord Jesus Christ and thou shall be saved and all thine house.
Romans 10:9-11
9That if you confess with your mouth, “Jesus is Lord,” and believe in your heart that God raised him from the dead, you will be saved. 10For it is with your heart that you believe and are justified, and it is with your mouth that you confess and are saved. 11As the Scripture says, “Anyone who trusts in him will never be put to shame.”
Faith in Jesus plus NOTHING equals salvation. Even Cornelius received the Holy Spirit before being baptized.
And Abraham....

4Now the wages of the worker are not credited as a gift, but as an obligation.

How many can say “I” am saved because “I” dotted the “I” and crossed the “T”! I earned it! How do you know if you have done enough or not? Maybe you are lacking in one little item...
Always remember, it is not what YOU have done for Christ that saves you.
It is what Christ did for YOU on the cross that saves you. Accept it and be saved!
