I would suggest Wanda go look up scriptural requirements to be a pastor. She cannot hold that office.
I had not heard those things about TD Jakes. I am not a fan of his but really sad if those things are true.
As far as content of this article, bringing a pastor or church leader back into restoration must be done very carefully and needs to have oversight. I have seen it done well and I have seen it done horribly.

Author is wrong, David’s heart wasn’t pure. No one’s is. Jesus, God’s Son, was the only pure one.
David was confronted by Nathan who told him the story of the man who stole his neighbor’s sheep and killed it rather than one of his own. David angrily replied that that man should repay 4 times.
David did repay four times with the lives of four of his children who died prematurely. He brought trouble and immorality to his own family. Even though he said “my sin is ever before me” he couldn’t repair the damage.
Can pastors who abuse their authority as shepherds and take advantage of their sheep ever be trusted with that authority again? I wouldn’t trust that. Should they expect that?
That’s not to say they can’t ever be used again. But if (as Mike Bickle appears to have done) they’ve used their position to take advantage of a congregant or one of their flock, they should be held accountable. That means supervision and no holding authority over other church members.
David is proof that God uses flawed men for His purposes.
