VAIL A Vail man faces first-degree murder charges after he allegedly shot and killed a man outside a Vail bar over the weekend, Eagle County District Attorney Mark Hurlbert said today in a court hearing.
Richard "Rossi" Moreau, 63, is being held without bond in the Eagle County Jail. He is expected to be formally charged in a Dec. 1 hearing, Hurlbert said.
His attorney, Reed Owens, said Moreau has met with jail doctors. Owens said he wants to make sure Moreau can get the medication he takes for post-traumatic stress disorder while he is jailed.
"We may have some issues coming up with approval of the medication he needs," Owens told the court.

Moreau, a Vietnam War veteran, has a 100 percent veteran's disability because of his "delayed severe and chronic symptoms," therapist Darlene Hoffman said outside of the courtroom.
However, POW Network, national group that tracks the history of military vets, says that Moreau was in a non-combat arms position as a radio and teletype operator during his two years or so of active duty during the Vietnam War.
In a 2006 story in the Vail Daily newspaper, Moreau said he had had a buddy die in his arms during combat. He said then he served two tours of duty in Vietnam in 1968 and 1969 as an Army Ranger.

Moreau making up combat stories like Gore. Probaly served in the same unit.
If the reporter that wrote the story in 06 would have did fact checks, the article never would have been written. No one fact checks, they just report.
He may have PTSD, but he’s still a killer.
Why do societies have to worry so much about the mental state of killers? That’s of no help to the dead victims. Apparently, society cares more about the live killers than the dead victims.
That’s why I looked up this article.
Vietnam vet, but spent his years skiing in Vail... didn’t sound right.
I was more interested in how a radio operator got 100% disability from PSTD.
PSTD=PTSD
My stepdad wasn’t in combat, but has PTSD. Of course being the one responsible for matching correct parts to the correct soldier to load them on to the airplane for the ride home might have something to do with that.

Closest I came to getting shot was by our own security teams in a use of deadly force authorized area.
