A more likely scenario: electoral votes will be disputed in several states. The Congress will not be able to agree on the count.

Vote in the house is by state delegations as I recall. Iow all the reps from one state vote and the winner is given their electoral votes.
The House would elect Pelosi. That scenario is already being floated as the Democrat’s real plan by a number of people.
Bernstein and Woodward are both jokes. Had they been doing their job there never would have been a Clinton or Obama presidency.
The Constitution says:
The Person having the greatest Number of Votes shall be the President, if such Number be a Majority of the whole Number of Electors appointed; and if there be more than one who have such Majority, and have an equal Number of Votes, then the House of Representatives shall immediately chuse by Ballot one of them for President; and if no Person have a Majority, then from the five highest on the List the said House shall in like manner chuse the President. But in chusing the President, the Votes shall be taken by States, the Representation from each State having one Vote; A quorum for this Purpose shall consist of a Member or Members from two thirds of the States, and a Majority of all the States shall be necessary to a Choice.Right now by my count Republicans have a majority of the House seats in 27 States; the Democrats in 22; and one State is tied. It will be the next Congress that would do the voting, but right now if the voting were thrown to the House, I think it would favor Trump.

Yes, referring to the possibility that if the electoral college has some competing slates of electors from several States such that no candidate - Trump, Biden or West has the required 270 electoral vote majority, then the contest moves to the House of Representatives to determine the next President. The Senate would determine the Vice-President.
The Current 116th Congress is 232D, 198R, 1L, 4 vacancies. However, to choose a President the House votes by State delegation with one vote each (D.C. Has no vote) which means that an absolute majority of 26 votes out of the 50 available is required to elect a President. The current State delegation breakdown is 26R, 22D, 2Tied. If the 116th House had to vote the Republicans could re-elect President Trump as they have the required number of Republican States even though they are outnumbered in the number of House members.
However, it is not the 116th Congress that performs any electoral college non-majority situation, but rather the 117th Congress to be elected November 3rd 2020. I doubt that the Republican Party will drop below the current 26 State delegations it now controls in the next election.
So to repeat, when it comes to the future House possibly electing the next President, the Republican Party does indeed control the House of Representatives.
