Only by cheating could they have added net votes to Gore in what was left to "recount" in Miami-Dade County. They had already done all of the heavily Democrat areas (black neighborhoods) and the only thing left to recount were the heavily Republican Cuban neighborhoods, which the media recount confirmed would have added net votes to Bush.
