Irrelevant. None of the arab countries want the so-called palis. According to Israelis I used to know and with whom I worked (and these were, for the most part, peacenik types -- until Intifada 2), they have a reputation as lazy and nasty leeches.
Also, as long as the dictators in the arab world can keep them living in such squalor, they can focus their subjects' attention on their "plight," instead of on what corrupt and vile rulers the tyrants really are.
