Utapao is in Pattaya Why not fly to Phuket or Krabi?

Utapao is in Pattaya Why not fly to Phuket or Krabi?Maybe the airports at those places were to close to the ocean so aren't usable anymore?
Krabi airport is at 82' elevation 10km N. of the city.
Puket airport is at 19' elevation right at the north shore of the Island.
