Let's put this in perspective....


How does Propaganda promoting East Berlin Socialism compare to promoting improving Academic programs for schools?

Just look at the Statement of purpose. This program is aimed at improving the education system specifically for Disadvantaged students, immigrant ESL students, and students with learning disabilities.

And it was a PR firm that employed Armstrong, Regardless, lets remember that the NO CHILD LEFT BEHIND act seeks to help students get ahead.

no part of any appropriation contained in this Act shall be used for publicity or propaganda purposes not authorized by the Congress" and appropriated funds may not be used "in a general propaganda effort designed to aid a political party or candidates."

Technically, if a student is allowed to get ahead, by definition other students are "left behind." Thus, No Child Left Behind can be re-translated as NO CHILD PERMITTED TO BE AHEAD...
