RICHMOND, Va. -- A Norfolk, Va., legislator says the droopy-drawers bill may be his legacy.
The Virginia House of Delegates has tentatively approved a bill to crack down on people who wear low-riding pants.
Freshman Norfolk Delegate Algie Howell Jr. introduced the bill at the urging of constituents who are offended by the exposed underwear.
Delegates approved a measure that would allow police to assess a $50 fine on anyone who exposes their below-waist underpants in a "lewd or indecent manner."
Howell said that since he introduced it last month, he's been deluged with calls and e-mails about the issue, mostly positive.
Howell told The Virginian-Pilot that he kept hearing from customers in his barber shop that something needed to be done about young people who wear their pants around their knees, exposing their underwear.
When a House subcommittee took up the matter, the response was sympathetic yet skeptical because of legal issues.
It's going to the House floor for a vote.

"I can tell you this, if I ( a 39 yr old white man )walked around a mall with my pants hanging down around my thighs with my underwear hanging out and holding onto my private parts ( keeping my stupid pants up ), I have no doubt the police would be asking me a few questions."
My point was that it's commonplace and if you (a 39 yr old white man), wore pants hanging around your thighs and your underwear hanging out...the police wouldn't be asking you questions.

Call the delegates. I called Terry Kilgore today and said that if they vote for this law, I'll will wear underwear that says "Democrats suck butt" and dare them to take away my right to symbolic political speech. That's not being lewd or indecent because no more flesh is showed than at a public beach or a public school.

Perhaps they should reconsider. Not too long ago a local guy led police on a car chase. They were closing in on him so he got out of his car in a parking lot and tried to run from them but his pants were so sagged that they dropped to his feet and he was arrested and cuffed.
Stoopid 7th grade jokes aside, the low slung pants are just this generation's attempt to tweak the rest of us off. Long hair, pink punk hair, whatever... is just a way to tweak the current establishment. I remember saying don't trust anyone over 30 when I was 18. I grew up and these people will too... maybe.
My thinking has evolved to understand that anyone who is or has been a driving force in the popular culture have achieved their popularity only for the simple fact that they reflect the wants or desires of the culture at that time.
An original "pop icon's" particular style or message is accepted by the culture not by the icon's design but simply because that is what is salable at that time. If then, when the public senses that a 'pretender' is being thrust upon them the 'pretender' will ultimately be rejected. We love the original, and tend to dislike the copycats.
These baggy-pant 'yoots' now having their day and the style will pass as did Flappers, Zoot Suits, Crooners, Surfers, Hippies, Disco affectionatos (death to them), Punks, Grunge, and whatever I'm leaving out.
It's necessary part of one generation differentiating themselves from their elders.

What about RAPPERS, what about them. Mom and Dad and the young people themselves need to be bigger people than all this other trash. People that listen to Hollywood and Rappers are small people and need to grow up. Hollywood at one time may have set some examples. The communist examples they set now are not good. This is the way I feel and I'll stick to it.
It's the Rappers that set the example- The baggy pants is a part of the "Ghetto rap" subculture.
You want to know why kids dress this way then LOOK AT THEIR ROLE MODELS.

LOOK AT THEIR ROLE MODELS. You aren't getting it. Mom and Dad need to explain to the chilren about these role models. I did it with my kids and I'm now doing it with my grandchildren. Guess what, At least mine listen. Maybe we need to get more role models to compete with these Rappers and Hollywood.
I agree with that too, It is the parenting or lack there of.
Hillary Clinton likes to say it takes a village. But we know it takes a family.
