I couldn't agree more. There are problems that can't be avoided, but many can. If you are constantly given when you need, why bother working for it? I know that is extremely basic as there are many more variables at work. But the aid system we have isn't effective in that it isn't delievered to those that need it. Quite a shame.

No, it's the utter corruption of it's leaders that are to blame for the pitiful condition of SOME of Niger's citizens.
The country is rich in natural resources. Those resources are benefiting the FEW and the rest of the people are languishing.

The problem is well-known to international agencies that provide money and other aid to Africa. They are especially aware of gov't corruption in Africa and are getting into state-building theory. It is unknown territory, and any contributions to thinking in that area are welcome.
