Even though this is a five year old article, the engineering is valid. Pixel manipulation is becoming much easier for the average mainstream computer. Take a look at the advancements just from the year 2000. Moore's law in action.
Nvidia launched the GeForce256 in October 1999.

I'm not sure that it does now. If the computer can be used to generate a photo negative, all bets are off. Given that we already have Hollywood movies in which this is done (and all movie prints shown in theaters are struck from photographic negatives), I doubt that there's any barrier but cost to anyone else.
This is another thing to consider. Remember when we were entering into Iraq? We had our embeded reporters broadcasting news for all to see. Nevertheless, the muslim's went right on believing Baghdad Bob's account of things. Many of them were honestly dumbfounded when "our" news turned out to be true. Just imagine, if local Palestinian (and other muslim) tv started showing Jews burning, rioting, and destroying the al aksa mosque only it wasn't really happening. A REAL RIOT with, perhaps, horrible consequences would erupt over there, and all over nothing but faked film. If we know how to do this, then I'm sure someone at al-jazzero knows how to also.
