It was likely a meteorite incinerating in the upper atmosphere. Everything you describe seems to be in keeping with that phenomenon.

I should have added it was creepy to see the green light streak. This was in the 90's, but even then I was scared something had struck the DC area. I was living 2 miles from the Pentagon at the time.

Space is creepy stuff! Makes me feel all small and mortal.
