The French president Jacques Chirac has made it clear he wouldn't hesitate in using nuclear weapons against terrorist states. Every state that is planning an attack on France can reckon on a suitable reaction

Chirac is in political trouble. His challenger is considered a "Hawk". His challenger had his numbers rise even higher for being the only one who wanted to take the Islamic Jihadist thugs on during their uprising a few months ago. Chirac is now trying to talk tough because his population is worried they've been invaded and are in danger of worse than riots.
It won't work. Unless the bumbler actually participates in military force against Iran in SPITE of his shadowy dealings with that government for oil, the terrorists laugh him off. Cred is with his Challenger to deal with the terrorists. If Chirac particpates with military force, they'll organize riots in the streets of France and expose his dealings with them. Chirac is screwed either way.

I don't think it's intel about an upcoming attack, per se. I believe he has been apprised, along with other leaders throughout the world, that the attaining of a nuclear weapon by the Iranian theocracy can be measured in weeks, or months, not years. There is thread here where somebody is claiming that Iran will be conducting a nuclear test before March 20th.
Read between the lines, and you see that something has given M. Chriac pause in his near constant appeasement of Islamic goofballs...

I'd like to see Chirac try to explain to his fellow Euro-weenies that use of a tactical nuke constitutes a "measured response." The Spanish ought to be particularly receptive to that line of "reason."
I thought his comments were spot on. Chirac would face the same difficulty explaining a tactical nuke as our own President would. A tactical nuke would be a very measured response in my view. Chirac is smart to say this. If Tony Blair said it, people here would be applauding him.
I think there has been some recent revelations that muslim terrorists have the ability to use nuke/bio weapons in France, if that were to happen then I can logically seeing Chirac do a premptive nuclear strike upon Iran or even Syria.

Hey let's not be totally down on Jacques...he is saying the right sorts of things...lets slowly ease the poor boy back into reality with a little dignity.
A French, an American, and a British nuke each launched into Iran would go a long way in restoring French credibility with me
Beyond that, the old European Powers are at best Third or Fourth Rate Powers, and only Pakistan and Japan outside of Europe are even Third Rate Powers. I put the Iranians in the Fourth Rate, but they are pushing towards attaining Third Rate status by acquiring nukes.
To more directly answer your question about the French, I see them as very good against Fifth Rate and below Powers.
How about conventional airstrikes to take out a terrorist state's nuke program before it becomes a threat? How about special forces on the ground to kill or capture key scientists? How about sponsoring an uprising of the terrorist state's long-suffering civilians? Any of these options strike you as more "measured" than dropping a tactical nuke on the terrorist state's capital and causing a million casualties? My point is that France no longer has the ability to consider any of these options, so they have to go to immediate escalation. That's a sign of weakness, not strength.
Besides, Chirac's statement is incredibly selfish. After thwarting US policy in the face of the axis (in fact, after laughing at the very idea of an axis of evil), and after wasting everyone's time for 3 years with their endless and pointless negotiations, the French are essentially throwing up their hands and saying "OK, attack anyone else you want, but if you come after us we'll vaporise you." Where does that leave long-term non-nuke allies like Germany and Belgium and Spain? Mired in the lurch.
