Non-Citizens Expected to Get Voting Rights in NYC

Legislation granting non-citizens the right to vote is expected to pass in New York City this year, immigration rights advocates tell the Amsterdam News.

"We’re very excited and very optimistic that this will pass," New York City Councilman Charles Barron said at a recent press briefing. "We see this as the historical launching of something that should have happened a long time ago," the outspoken Democrat added.

Dubbed the "Voting Rights Restoration Act," the measure would permit immigrants who have a green card to vote in municipal elections, including for mayor, comptroller and city council, after having lived in the city for six months.

The New York Coalition to Expand Voting Rights sees the measure being extended one day to state and even federal elections. "There is nothing in either the U.S. or the New York State Constitution that prevents us from expanding the franchise to include non-citizen residents," a spokesman for the group argued in January.

Advocates claim that 22 states and federal territories allowed non-citizen voting during the 18th and 19th centuries. In New York, non-citizen residents were denied the right to vote in 1804. According to the Caribbean news service, Heartbeat News, the measure's impact on New York City elections would be substantial, adding up to 1.5 million voters to rolls. Most of the new voters, experts predict, would cast their ballots for Democrats.

While New York City Mayor Michael Bloomberg has voiced opposition to the proposal, City Council Speaker Christine Quinn told the Amsterdam News that she's "open to talking about passage."

In a statement issued by her office, City Council Member Melissa Mark Viverito praised the measure, explaining:

"East Harlem, Mott Haven and the Upper West Side are home to at least 25 thousand non-citizens of voting age who contribute in countless ways to the economic, social and cultural vitality of District 8 and NYC as a whole. Unfortunately they are not allowed to directly participate in choosing the municipal representatives who make the policies that affect their daily lives."

But...I wouldn't be surprised to see this "movement" gain traction.

Most New Yorkers realize that they have nothing to gain by diluting their own interest group's franchise.

Actually, the 14th Amendment of the Constitution makes it pretty clear who is a citizen of the United States (first) and of the various States (second).

You are incorrect.

He wrote the measure partly as a response to what he termed "the post-Sept. 11, anti-immigrant sentiment that has taken hold in much of the rest of the country."

I see a disconnect between cultures here. The lib cultures of the west coast and northeast think that they can make midwesteners and southerners change their minds about these thing by doing the exact opposite of what we want, as if that will somehow invalidate what we think and validate what they think. That somehow, taking such measures will prove some kind of point.

All it really does is supremely piss us off. Fortunately, it won't matter in 50 years. The blue states populations are declining, while the red states are increasing in population.

From Elections New Zealand

Basically, you are qualified to enrol if:

* you are 18 years or older
* you are a New Zealand citizen or permanent resident and
* you have lived in New Zealand for one year or more without leaving the country

A permanent resident is someone who has not taken up citizenship but who is entitled by law to live permanently in New Zealand. If you have to leave the country by a set date you are not a permanent resident for electoral purposes. This includes people who have student or visitor permits.

Grounds of disqualification

• You cannot enrol if:
• you are a New Zealand citizen who is outside New Zealand and has not been in New Zealand within the last 3 years or
• you are a permanent resident of New Zealand who is outside New Zealand and has not been in New Zealand within the last 12 months.
*NOTE that there are exceptions to the above two rules - for example, public servants or members of the Defence Force who are on duty outside New Zealand, as well as members of their families.
• you are currently in prison for a term of more than three years, or you have been in a psychiatric hospital for more than three years after being charged with a criminal offence

What percentage of Americans regularly vote anyway? In local elections the turnout is even lower than in presidential elections. Do you think "illegals" would turn out in greater numbers than Americans to vote?
