I'm not familiar with Nevada politics; I've seen deserts before.
But, reading through the list, the only thing I'd be all concerned with are the land deals. They are enough to hang the guy (or should be) in any event.
As to gambling interests, mining interests, and state schools;
he wouldn't be elected or reelected if he was ignoring the interests that maintain the state economy.
