Immigrants’ Emergency Care Is Limited by U.S. Rule

The federal government has told New York State health officials that chemotherapy, which had been covered for illegal immigrants under a government-financed program for emergency medical care, does not qualify for coverage. The decision sets the stage for a battle between the state and federal governments over how medical emergencies are defined.

The change comes amid a fierce national debate on providing medical care to immigrants, with New York State officials and critics saying this latest move is one more indication of the Bush administration’s efforts to exclude the uninsured from public health services.

State officials in New York and other states have found themselves caught in the middle. The New York dispute, focusing on illegal immigrants with cancer — a marginal group of unknown size among the more than 500,000 people living in New York illegally — has become a flash point for health officials and advocates for immigrants in recent weeks.

Under a limited provision of Medicaid, the national health program for the poor, the federal government permits emergency coverage for illegal immigrants and other noncitizens. But the Bush administration has been more closely scrutinizing and increasingly denying state claims for federal payment for some emergency services, Medicaid experts said.

Last month, federal officials, concluding an audit that began in 2004 and was not challenged by the state until now, told New York State that they would no longer provide matching funds for chemotherapy under the emergency program. Yesterday, state officials sent a letter to the federal Medicaid agency protesting the change, saying that doctors, not the federal government, should determine when chemotherapy is needed.

I just can’t quite get a grasp on why it is that I should pay for someone elses health problems even if they are citizens. Now I must pay for people who shouldn’t even be in this country, criminal aliens.

I’m sick of my tax money going for this crap. Send them packing, sick or not.

I know the medical centers won't be happy about this, but it's high time we quit underwriting the insurance polices of those who break into our nation.

I will say one thing though. If the federal government is going to continue to force hospitals to provide care to anyone who shows up at the door, it's not right to then deny payment for that care.

Time to single out illegals and tell them the gig is up. Health care down... education to go...

As the problem continues to grow, so does my utter dislike for these criminals who have invaded our country. The solutions I come up with are getting more and more extreme.

We are supposed to be a nation of fairness and equality. Can someone explain how it is fair for one nation to flood our own as it has, then every other nation on planet earth has to stand in line for decades to get their citizens in?

There are times when it becomes quite evident that the demographics in our nation are being managed quite precisely. I don’t like it one F’n bit. Imagine the outcry if we said to Mexico, sorry, only people from England can come here.

It would take the U.N., the ACLU and every other dog-n-pony-show about ten minutes to get religion on unfair immigration policies.

There was a caller to one of the talk shows (Hannity, I think) the other day who said she knew of a case where an illegal immigrant was getting treatment for AIDS and was also getting a sex change courtesy of the American taxpayer.

These people are doing what we let them do. And when I say we, you know who I mean. That peckerhead has allowed our nation to be swarmed over, without so much as a belch of discontent.

As much as I don’t like what they are doing, there’s one person I hold resposible for this. He swore an oath. As far as I am concerned, he is in violation of that oath today.

When I see Moveon.org talk about impeachment it angers me. Then I think about what he has done that merits impeachment, and it makes me sad. What an A.H. this guy is. He’s supposed to be on our side. Instead he has spent nearly seven years running interference for the citizens of another nation.

What an idiot. He’s exposed himself to legal problems, and has exposed the nation to terrorism, other crimes and infrastructural stresses.

You are right Dennis, the unemployment numbers are worse than they seem because a lot of those recently unemployed are illegally in the country. They don't show up on the unemployment roles. This is especially true of the jobs they have stolen in construction. Hell, watch for the grape pickers to come back next.

Instead, we have traitors in congress who do not give a damn what Americans think pushing yet another illegal alien dream bill. Now is the time for these invaders to go and dream about fixing their own problems.

How about a “send the bill to Mexico” system. If Mexico (or whatever country of origin) pays, the state gets reimbursed. Otherwise it’s stiffed. And either way the party gets kicked back to his or her home country after out of the hospital.

What happened to Mexicans in California during the 1930s. This should be our inspiration, though done more gently we must oust illegal aliens during economic downturns----->>>

Mexican and Mexican American workers often earned more in the United States than they could in Mexico's civil war economy, although California farmers paid Mexican and Mexican American workers significantly less than white American workers. By the 1920s, at least three quarters of California's 200,000 farm workers were Mexican or Mexican American.

As this rapid shift of Mexico's working population occurred, the first labor agreement between the United States and Mexico was formed. Mexico required that U.S. farm owners provide legal contracts for all Mexican workers guaranteeing conditions such as wages and work schedules. The U.S. government, in turn, enforced the border between the United States and Mexico, checking that all Mexican immigrants had the proper work contract so they would not be exploited.

As the Great Depression took a toll on California's economy during the 1930s, however, Mexicans and Mexican Americans became targets for discrimination and removal. White government officials claimed that Mexican immigrants made up the majority of the California unemployed. White trade unions claimed that Mexican immigrants were taking jobs that should go to white men. In reality, a new supply of white refugees desperate for jobs was flooding California from the Midwest, making up the majority of the unemployed.

At the same time that wages were dropping due to the new white refugee labor, established Mexican and Mexican American farm workers had become a threat by banding together, often with other non-whites, and organizing strikes to protest lowered wages and worsening living conditions. Agriculture in the United States was crippled due to the ongoing Dust Bowl drought in the Midwest, while California was relatively untouched - the farm owners had a chance to profit immensely from the supply of cheap labor, but not if these protests succeeded.

California state and local governments responded to white farm owner pressure and implemented "repatriation" plans to send Mexican immigrants back to Mexico in busloads and boxcars. Many Mexican Americans were also sent out of the United States under these programs, there being no differentiation between Mexicans and Mexican American U.S. citizens. Mexican American U.S. citizens who were children at the time were also deported to Mexico along with their Mexican parents.

Here’s a good definition of Emergeny Treatment. If you are sent home to come back later for treatment, its not an emergency.

I worked uninterrupted for almost 42 yrs, until an injury, and subsequent bad surgery. I am now disabled, and have no insurance, nor can I afford to purchase at $831.00 per months Social Security. My waiting time for medicare is 2 yrs, and I still have 1 yrs to go. I limit my visits only to emergencies, and when I go to the emergency room, I receive a bill, and pay for it. I would like to know how it is that these illegals get ‘free’ care, when I can’t?

As much as I HATE the G-- D--n trial lawyers, if your surgery truly went bad, you should sue. Every now and then a malpractice suit is legitimate.
