The problem is that we gave credit to uncreditworthy people who weren't putting up downpayments for the most part. I don't understand your logic. A buyer who can put upp a solid downpayment is exactly what the market craves. Also, many would likely enter the housing segment most hard hit by defaulters. Voila!

ILLEGALS DON'T HAVE A DOWNPAYMENT, THEY DON'T HAVE HARDLY ANY MONEY, surely not sufficient funds to buy a house in America - now, what about that don't you understand? And, yes, a few may have the funds - very few. What on earth makes you believe that illegals have money? Not just some money, we all have pocket change - funds to buy a house?
