If you believe that God is sovereign, and that he has pre-ordained history. He predestined mankind to sin and planned for the punishment as well.

So, there is no "before," other than from our own, linear, historical perspective, which even science is beginning to admit is more akin to an illusion.

Mankind had been around for about 1400 years when the flood happened. According to Genesis, there was plenty of sin to judge.

Or that a passing comet was nudged at the appropriate moment to send it into the earth to punish sin. Or that a comet was created at the needed moment to send it into the earth to punish sin. Or that God foresaw the growth of human sin and created a comet that would come when needed to punish human sin, etc, etc, etc.
