Wrong. Those are state charges. The President can pardon only as to alleged federal crimes.

He could possibly influence Perry to do so but I am not so sure Bush or Perry really care one way or the other.

I hate to disagree but you are not correct. The President of the United States has UNLIMITED power to pardon anyone, either convicted of a crime, indited, or threatened. His pardon power is the court of final decision. This extends to state and local laws, as well as federal laws. Governors have pardon authority in their states but the President has it over the entire nation.
