So does a gravitational hot spot represent a good place for a moon base (assuming more gravity is more earthlike and therefore somehow better/healthier), or does it represent a geologic risk of some kind:?

The differences would be microscopic, and thus irrelevant to human life and the associate engineering issues.

They are measuring extremely small variations in gravity. A person would not be able to tell the difference. The Earth also has variances in its gravitational field.
