The scientific journal system was established in the dead-tree days when the process of gathering scientific papers, editing and publishing for a small audience, then managing the peer review process was expensive. Now that the Internet has made the whole process cheap, the journal want to hold on to their captive audience.

Just like all the other monopolists, the free market won't let them do this, so they reach for government help in forcing the world to do their bidding.
