Mutation rates are so high that they are clearly evident within a single human lifetime

I don't believe they know the difference between a genetic "mutation" and genetic "damage".

Or you don't.

Name a type of genetic damage that doesn't result in mutation.

They all do, whether by copying error, virus, chemicals, radiation, etc... DNA mechanisms might try to stop the mutations from becoming permanent, but the genetic damage is nevertheless a mutation.
