Even if they are not yielding much, any nuclear device in their hands is fricking dangerous! I wouldn’t even let them have a toolkit for their own X-Ray machines in their hospitals.

As I point out often nuclear bombs and ballistic missiles are 1940s technology. Think steam engines, vacuum tubes and prop driven aircraft and you have the right era (nukes predate jets into service in the US). If you can master that level of technology you can build a nuclear missile. It is just a matter of throwing sufficient cash at the problem. And thanks to their oil industries, and willingness to sacrifice their people's standard of living for military buildups, Iran and Venezuela both have lots of cash.
