I disagree about using the word “reformation”. It has a distinctly religous connotation and would—like using Reagan or conservative revolution—immediately turn off the very people we’re trying to reeducate. I am a Christian and proud of it, but too many people in this country do not like anything with a religious connotation.

No more so than "revolution" has a communist connotation for some folks I'd expect.  But you do have a valid point that I didn't consider.
 
It's the underlying meaning of the words that's more important than the words themselves.
 
So let's see if Mr. Thesaurus has a less loaded synonym....
 
Reformation
Synonyms: improvement, renovation, reorganization, restructuring, overhaul, restoration, rectification
 
 
Ah - there we go:   The American RESTORATION.
